Does the American Social System Motivate People to Get Back into Employment?

37 (of 302.791.280) Million Americans live under the poverty line..

How does the American Social System motivate people to get back to work or does it rather force them into work because they fear becoming poor and not get any help after those 5 years unemployment supply?

Please only serious reasonable answers.

Suggestion:

The USA has either relatively high levels of unemployment in contrast with some of the countries with comparable poltical economies and culture andis about the same as some of the others.(ref below)

So it would be useful to compare the different unemployment policies of the USA with those of Canada, Australia and Norway to estimate the reasons for unemployment.

You have suggested two reasonable hypotheses for the variation in levels of unemployment (motivation and impoversihment) but this probably limits the range of policies that might be useful in addressing unemployment as it is based on an individualistic paradigm of employment levels
