How Are People on Welfare Supposed to Find Work When There Are So Few Jobs?

The conservative argument that eliminating social welfare programs would 'motivate people to work' seems to suggest there is plenty of work to be had throughout the country. Their plainly isn't.
So how are people on welfare supposed 'get off the couch and work' when millions of people not on welfare can't get a job?

Suggestion:

Conservatives are not in favor of "eliminating" social welfare programs and I would wager that the vast majority of those on welfare now were on welfare during the historically low unemployment rates we enjoyed under Bush..
