No
- you can get fluent in Esperanto that way (http://www.lernu.net)
- you can get fluent in german by living and working among germans for a year
- you can get fluent in german by taking classes, reading books, watching movies/TV (with subtitles at first0, listening to radio and hanging out with germans every once in a while… for several years – and something similar goes for ANY national language
I hate to sound negative, but I don't think so. You'll need to interact with native speakers, watch movies, expand your vocabulary (which takes a lot longer than you think!), and do so much more to become fluent. I'm sure you have the determination…but 2-3 hours per day for 6 months is most likely not going to be enough, especially if you don't speak, hear, and write the language. Becoming fluent is more than just blatant memorization.
Good luck, though. Deutsch macht Spass.
