Suggestion:
Belief in a Just God Allah Who likes justice and hates injustice and wickedness is the sole motivation for a proportionate punishment. Allah is Generous and most Forgiving and He likes people who forgive.
But for those who can not control their sentiments of revenge He has allowed equal and proportionate punishment.

Lex Talionis; make the punishment identical to the crime.
It's actually very hard to tell. But forgiveness is better. Allah forgives those who forgive others.

In Texass, Justice is spelled "Just Us".
