Suggestion:
How about a 'trash bag' campaign? The idea here is very simple: had a trash bag to everybody using a certian are and ask them to 'leave the place cleaner than they found it.'
Back in the days I went off-roading in my jeep the group I was with did regular 'trash bag' campaigns. (In addition to marking 'no driving' areas for the park rangers.)
As a result – the areas we drove were nice. No trash, tire tracks only on established trails, etc.
