Suggestion:
Hundreds of books have been written on that subject. If you come up with the answer, publish.
1. Some need to hit rock bottom before they want to change.
2. Some only change because the fear punishment. It is the lowest level on Maslow's Hierarchy of Needs.
4 . Some need a significant adult in their lives as a coach and cheerleader.
5 Many need to deal with deep hurts etc. of childhood. They need heavy duty therapy. Once that burden is lifted, they have a new perspective. People who hurt and abuse others have been hurt and abused.
Punishment/fear is the least effective way to bring about change in a child or an adult.

Well either way prison usually serves as a school for enhanced criminal acts.
Cut off a limb per crime.
A finger, A toe, A arm.
I bet there would be an immediate reduction in crime.
